They can and do know how to count bytes and divide by time, as evidenced by the current and average utilization numbers you see when you telnet to a Pipeline. They don't, as you've surmised, use this information to implement DBA! Hell, the Pipeline 75 can't even handle DBA correctly when connected to a MAX 4000!
