On a highly tangental note, I'm ran across an interesting subject thread in the firewalls mailing list.  The subject of the thread concerned highly restrictive access lists/packet filters on PoP routers. As already stated, problems, real or percieved, can result from the type of traffic AND factors beyond your control.  Obviously the average win95 dial-up customer is not running mail service, but...
