(ASCEND) Channel 23 Not Coming Up

We just had a new PRI installed and channel 23 is not coming up (status
shows it as an n).  It's not a big deal (for now) it's just that Bell
Atlantic claims it is our hardware.  Knowing their past foibles with PRI
and siemen's switches I doubt that it is our hardware.

I'd like to know if anyone else has seen something like this on a 4048?
