Yes, if you're an IPX network...

With TCP/IP you have something called windows and ICMP source quencing.

With UDP/IP you can flood a 100Mb full duplex link.

Turning on full duplex, in most TCP/IP environments, FAR outweighs the
alternative; collisions.

All this is mostly irrelevant.  If your network is designed right, you're
not pushing a 100Mb network at a full 100Mb.  You've added ATM, giga
ethernet, or load balanced over multiple links.
