When you set "passwd: compat", what is passwd_compat set to?
Perhaps the "passwd: compat" is not doing what you think it is doing.
What do your passwd and shadow files look like? I would expect that they
have "+" entries in them (in order for compat to work). Remember that
they must *NOT* have "+" entries in them when you are not using the
compat mode.
(This is not a RADIUS problem, BTW.)
Use "getent passwd username" to check whether the system is seeing the
entry from NIS+ for a certain user. If getent sees it, so should the
RADIUS server, and vice versa.
