Unless you are using stacking, you can limit user sessions on the
NAS itself. This topic has already been beaten to death on this
list. 

There are hundreds of hacked/tweaked RADIUS servers available ---
I bet no-one actually uses the freeware versions released by
ascend without some private patches :) --- that may implement the
features you desire.
