(ASCEND) Multiple dial-in's not allowed

The person before me set up our maxen to not allow multiple users with the 
same username to connect. However, there are now some people who I want to 
be able to give multiple connections to. I put in radius profile the 
attributes:

Ascend-Maximum-Channels=2
Framed-Protocol=1
User-Service=2

and it seems to work sometimes.  However sometimes it will not work at 
all.  It affects all users the same. I see in the log when telnetted into 
the max box that it says LAN Security error but I do not see them in my 
radius error logs.

It however appears to them to connect them and then immediately disconnect 
them. This is what I call a MAX refusal because it is what it did before I 
had our billing system doing concurrency checking and the max would do it 
like this.

Any ideas why it would work sometimes but not others? It appears that when 
it gets busy the MAX doesn't receive or ignores the RADIUS attributes.
