A ping call filter is a good place to start. There's so many ways to keep a
line up, and utilities that do just that by randomly hitting Web sites that
a purely technical solution isn't possible.

You could watch traffic on a link so see if there's anything you can easily
filter, but you might just can the offending accounts for violating your
TOS.
