(ASCEND) TNT: modems stuck "in use"

The configuration: (2) TNT's stacked.
		    (13) 48port, dual slot, 56k modem cards = 624 modems
	 	    (1) T3, with 26 T1's enabled = 624 phone lines
		    software = 2.1.3

The problem: The output from "modem -i" shows more modems "in use"
than is reflected in the output of "users -d" which
shows all of the modems assigned to users. The "stuck"
modems are consistent across multiple comparisons of
the two commands. We have seen this before, and could
not find any way to "reset" the stuck modems other than
rebooting the stack. The modems "stuck" in use result
in "dead air" for users dialing in.

I have read through discussions of similar problems in the mailing
list archives, however none of them specifically relating to the
hardware/software that we have. Those discussions spoke of a
problem where the modems were not given enough time to properly
reset before they were handed another call. This would make
sense to me since we have the same number of lines as we have modems,
and we do hit saturation. So, my questions are:

1) Has anyone else seen this problem with a similar configuration
   to ours?
2) Would a possible solution be to have a configuration with more
modems than phone lines, in order to give the modems more time
   to reset?
3) Would a software upgrade alleviate this? Was this issue
specifically fixed in some software release? Which one?
4) Does anyone know a way to get specific modems "unstuck" out
of the "in use" state, without rebooting the stack?
Disabling and reenabling them does not work... they remain
   tagged as "in use".

Thanks in advance for any help that any of you might be able to
provide!
