Greg,

I can't remember the exact figures off hand, but the suspect/dead list works
as follows:
After X number of bad calls into a modem (several reasons for the bad
calls), that modem will drop into the suspect list.  Once in the suspect
list, that modem will not be used unless all other modems are busy.  Then
the modems in the suspect list are tried.
After X number of bad calls whilst on the suspect list, the modem will drop
to the Bad list.  Bad modems never come off the Bad list, unless you reset
the box, & the counts start again.
If a modem on the suspect list receives a certain number of good calls, it
will go back to the main pool of modems.
Having said this, if you are not 'thashing' the MAX box, you can expect to
see modems on the suspect list with a lot less calls than those on the
available/busy lists.
