(ASCEND) max 4004 problem

We have a Max 4004 with 1 active T1 port (PRI line plugged into it)
and:
(1) 12-port 56k modem card
(2) 16-port 56k modem cards

It's been running fine for a few months on code 7.0.4
This morning though it crashed. Went to reboot itself and never did, all
alarm lights on..
I shut it off, waited a few minutes, turned it back on, nuthin..even
monitoring through the console port, no self-test or output
of any kind.
I reflashed the code. Nuthin'. I downgraded to 7.0.1. Nuthin'
So I pulled 1 of the 16 port cards out. It booted, said "Power-on self
test PASSED" then 10 seconds later rebooted itself..booted, rebooted, in a
loop.
I pulled another 16 port card out, leaving the 12 port card. Boots fine
and stay up..but won't take any calls. The PRI trunk shows a received call
and "Answer" status, but no modem picks it up..when you call up, it's just
dead silence, no modem tones, nuthin'
I moved the cards around in differnent combos and in different slots. The
facts remain, no boot with 3 cards, boot loop with 2, boot fine with 1 and
no answer. I even tried 2 12s, result, boot loop.
I tried enabling term-serv dialout, going to the term-serv command prompt
and typing "open" to get a modem, it said "Cannot open connection to
modem", where it SHOULD let me in to type AT commands..yeah, i'm in full
access security profile :)
I tried fclear,nvram to clear my config, then re-enabling term-serv
dialout, still "Cannot open connection to modem"
Upgraded to 7.0.22. Nuthin'

I'm stumped. My theory is the mixing of 12 and 16 port cards finally
caused some sort of non-recoverable fatal problem ?

Ideas?
