(ASCEND) Inconsistant contection speeds on 4048 units

Hello,
We have 4 Max 4048 units together in one trunk group.  We have been
receiving more & more complaints of inconsistant connection speeds and
completely failed connections.  Certain customer's connections speeds will
vary from 14400 to 48000 jumping around on every attempt or completely
failing out saying server isn't responding while if they try to connect on
a competitor, they will receive the same connection speed every time.
Every once is great while I have received a 14400bps connection but that
doesn't happen but maybe once in 50 connections.  Other than that, we have
been unable to duplicate the problem.  Has anyone had similar problems and
if so have you been able to find any solutions.
