	There's a general TCP problem with ports hanging around so you
can't listen on them, even after all connections have been broken.  If I
felt ambitious, I'd dig into the kernel sources, and write a /proc thing
that allowed you to free up a specific port by hand.

	I can't remember exactly why this is a problem.  I remember
there being a good reason for it, but I think I'd have to go back to a
book by the late W. Richard Stevens to remember it.
