I enjoy using html-helper-mode in Emacs; it's got menus that let
you select all the major pieces you might need.

I haven't tried anything else under Linux, but some other things
might help.  Are there other languages you do use that you won't
have to learn?  I'm starting to look at CGI.tcl, which can be used
to build HTML files (both on the fly and statically).
