Not yet, but you have a point.  We'd need to do a statistical analysis
on the packet types, sizes, and frequencies currently seen on a server.

I have no intention yet of allowing more players into continuum, for
example.

Hmm.  Perhaps we need a short packets threshold that is server wide? 
Drop updates for the people maxwarping to the front.
