Kurt Siegl is the maintainer.

Actually, there are several parallel efforts going on here, so I'd be
careful not to overlap any work.

Kurt has mentioned that he will probably release a new patchlevel of
COW 3.x soon.

A second effort called eCOW surfaced recently as well.

Steve Sheldon has his own Netrek:1999 client which runs under Win32.  I
don't know how similar the code is to COW, though.

For other development efforts, look at the current
http://www.netrek.org/developer.html page and contact the appropriate
people.  If you start a new project, be sure to keep us posted.
