2.9pl2 newstartd on continuum

G'day folks,

Continuum was having a problem that I've been diagnosing, in that
clients and the metaserver were getting connections refused on port 2592
about 10% of the time.

Further analysis with netstat and lsof showed that the newstartd process
was occasionally not listening on the port; it was closing and
re-opening it, without showing anything in the logs.  This was 2.7pl8.

I have now upgraded the newstartd (only) on continuum to be the 2.9pl2
version, and my regular connection probe from Australia is showing none
of the usual connection refusal problems.
