Oops.  Yes, you need to be a U.S. citizen or national, agree to the
licensing terms, agree not to export the software, etc.  A sample
form I used to release the RSA stuff to TT client builders is at
	http://www.netrek.org/RSA.agreement.txt
and the RSA license is at
	http://www.netrek.org/RSA.txt
