Ugh.  I dodge heavily under cloak to both dodge torps and to manually
randomize my orbit position.  1u/s would make that hard to
do. Especially knowing when to det.

Hmm. A lot of stuff is being done by ntserv that should be done by
daemon. This is a can of worms.
