You want to reduce the gametime without reducing the starting armies?
That certainly does increase the overall volatility in a shorter game.

Yes, because there seems to be no point in pushing beyond being up a few
planets.

You know what, let's just agree to disagree because we both seem to be
missing each other's points.  Neither one of us are getting anything
of value out of these discussions, and nobody else on this list even
cares.  I'll implement these ideas in my spare time and maybe the next
season's draft league will try them out.  If the system fails, it fails.
