INL confine wobbling

In the processing adding continous scoring support, I noticed why we're
getting the strange wobbling effect under INL confinement. The INL robot
runs its maintenance 5 times a second whereas the server updates at 10 times
a second. This differential could also change game outcome in extreme
circumstances such as when winning condition is met briefly between the
INL robot maintenance check. I think that this "bug" can be ignored for
all practical purposes, though. Can anyone think of any compelling reasons
for/against upping the INL maintenance check to 10 times per second?
