[VANILLA-L:691] START_ARMIES and MAX_POP

MAX_POP = 15
START_ARMIES=17
ntserv/planets.h
START_ARMIES=30
Yet, when I do a reset using the sequencer all planets have 30 armies.
So it looks like START_ARMIES=30 from ntserv/planets.h overrides the
settings in .sysdef?
I look in ntserv/sysdefaults.c and I see top_armies being set, but
when I go into ntserv/planets.h tom_armies is not in this file. What
gives?
