Well, I don't know. Not sure if the existing INL server filters
incoming messages in this manner. What do you think, Tom?
When the MESSAGES_ALL_TIME is not enabled, any incoming messages from
the client, such as INL commands, RCDs and general text, are silently
dropped by the server while the ship is declaring war, refitting, or
transwarping. I think it also covers the time during death, but I'm not
sure.
