[VANILLA-L:1419] Minor CVS updates

Changes to CVS ...

	- changed robots/inl.c to save armies in flight at end of
	  regulation or overtime onto first available team planet,
	  as well as generate an ARMYTRACK message for the event,

	- added end_tourney.pl to CVS, but it is not yet installed
	  by a "make install",

	- removed EVENTLOG mode from INL robot mode in sysdefaults.c
	  (removes WRN messages except ARMYTRACK),

	- added explanatory text strings to sysdefaults.h for use
	  in upcoming server control GUI,

	- kick patchlevel.h to 1. (2.9pl1)
