solved this with the right call filters.
someone posted a URL for the windows filters earlier this week...

I disallow TCP and UDP for ports 135-139 in _call_ filter,
but allow any in data filter, works wonderfully,
real IP traffic brings the link up, but NetBIOS crap doesn't,
but once the link IS up, I can access remote servers just fine.
