(ASCEND) Pri's and busy tone



I am trying to find some information fast. I have had pri's since 
November. In the last couple of weeks I have noticed a new tone only 
sometimes when a customer dials in. It is a steady busy tone for about 1 
- 2 seconds then the modem signals. Some people can't connect because of 
this. I have 3 4048's and a 4004. The phone company says it's the Maxes 
generating this tone. I don't think so but could be wrong. Anyone have 
any insight to this.
