When I read this I couldn't believe it! I could only
echo some of the other comments already posted to this list:
with Windows 95 most likely being the largest number
of dial-up users for most of the deployed MAXen ...
support nightmare!

I don't know what they are referring to.
Indeed using the file properties is the right thing to do.
Your winsock.dll is from Windows 95 OEM SR2, aka build 1111.
Don't rely on file dates, times, sizes, etc. 'cuz although
they SHOULD be reliable (the time is often the build number)
it is not necessarily the case.
The original build of Windows 95 will show a file version
of 4.0.950.
If you're using the Microsoft Proxy Server (aka MSP) v2.0
the winsock version will be 4.00.951.
Windows 98 will respond with 4.10.1998.
There are others, too!

I've got to find some of my Ascend marketing materials ...
we should be able to easily do reverse marketing with this
one: for all the ports that are out there ... multiply by
a reasonable factor of ratio of ports to users, and knock
10% off for the things that are not Windows 95. Hmmmm ...
