not just for downloads of unknown file extension,
IE has been known to ignore all sorts of MIME info.

this data type problem for FTP only exists in NS 4.x, (NOT in 3.0)
and also affects navigator if the server tells it application/octet-stream 
on a file type that netscape does not know about.
(to my knowledge all problems are in only windows versions, 4.0 and after)
