(ASCEND) 56k call routing in Max6000

I have a Max 6000 running 7.0.22 w/ 1 16-port 56k modem card and 1
Host/Aim6 card (for v.25 bis dial backup).   When I call into the Max via
56k modem, the call isn't routing to the 16port modem card.  I have the
answer # under the modem cards Mod Config.  I see the call come in as an
asterisk on the PRI line but it never gets to the modem card and then gives
me a fast busy signal.  I don't have trunk groups on under Sys Config.

I can connect to a modem (Terminal server->open 3:1) and use at commands to
call out ok to another analog device.

Am I having phone line problems, or is there something I'm missing?
