Thanks all for the help and suggestions.  
I found the code for disconnecting users using snmpset, it is 
# snmpset max1 Read/WriteComm_Password .1.3.6.1.4.1.529.12.3.1.3.294202029 i 1
and yes 294202029 is the session ID.  Now I will finish writing the perl script
for disconnecting users with double logins and for monitoring total logins so 
I know when it is time to add more equipment.
