(ASCEND) Problem with Ascend-Data-Filter in RADIUS

I am trying to use the Ascend-Data-Filter RADIUS attribute to setup some
packet filtering for some of my connections.  I am using Cistron RADIUS
with the patch to handle the "abinary" data type, and I double checked
that it is sending the correct data (ran the RADIUS server in debug mode
and hand-decoded the Ascend-Data-Filter value according to Ascend's
source code).  I have tried all kinds of filters, some straight from
Ascend's documentation.

However, when I call into my TNT (running 7.0.22 or 7.2.0), the filter
does not seem to be applied; I can send whatever packets whereever I
want.  Is there some setting I have to put in the TNT to make it use the
Ascend-Data-Filter values from RADIUS?
