(ASCEND) Weird Tone on dialin

I have lines  that go into a Max4004 for a couple of cities. They come off
the same switch, GTE GTD5. When you call either number you actually hear
what sounds like a dial tone for a second or two and then it passes the
call off. I'm pretty sure its the switch generating the tone. Some
machines are interpreting this as a busy signal as of late. Talks with the
local CO boys have turned up words like progression tone and ringback,
but no one is really sure. The database people say it the lines are setup
identical to other lines I have off a different switch in a different
city (same model of switch and going into a Max4004 still though.) Anyone
come across something like this before? If anyone wants to hear it give a
