Exactly. They have to be named permconn-(maxname)-(sequence_number), and
the TNT will not pick them up unless you do a refresh.

Note that you should not do this if the corresponding frame relay profile
is not a nailed link, because there will be no way to bring them up.
(missing functionality which is bad enough that I consider it a bug).
