Don't do that!

Because the PPP MRU (or MTU) is negociated before authentication takes
place, you cannot reduce this on a per user basis, and you shouldn't be
reducing it across the board.

Have the user reduce the MTU on their side of the PPP, the MTU/MRU that
will actually be used will be the minimum of the two, so there's really
no need to reduce it on both sides.
