Are pools 3 an 4 your static IP's
If so, you can't do it that way.

You would need in your radius for a static IP is the following:

Auth-Type = Pam, Simultaneous-Use = 1
		Service-Type = Framed-User,
		Framed-Protocol = PPP,
                Framed Address = x.x.x.x,
                Framed Netmask = 255.255.255.255,
