The SWBELL tech monitored the call when I made it.  He instructed me to
remove the area code.  This just DID NOT occur to me for the simple fact
that it worked at 56K. :(

Wow, that's weird. Did you discover this by accident?

Now all you've got to do is hope 10 digit or 11 digit dialing never becomes
mandatory in your area!
