php that worked on Linux, doesn't on...



Help!
I've got a series of files on SERVE_A.lib.umn.edu:
/cdm/resources/Usage/ill/Illview.html
/cdm/resources/Usage/ill/illinput.phtml
/cdm/resources/Usage/ill/illdetai.phtml

Illview.html uses HTML forms and sends to server 
and file illinput.phtml
   illinput.phtml has real php in it,
   and it queries a mySQL database on SERVER_B.lib.umn.edu

or it should and it did when I used these pages on Linux.
Now, with the php pages on AIX and the mySQL on Solaris
I get the following message.

************************ (It's a 404 ...)
Method Not Allowed

The requested method POST is not allowed for the URL
/cdm/resources/Usage/ill/illinput.phtml.

What is the most likely reason for this message?

1) does the directory in which I have the .phtml files
    have to be okayed for .phtml  ???
    or is it more likely that...
2) Apache (which I have no control over) is disallowing me?

(I have zippo access to SERVER_B .... not even simple upload user access.)
