     You don't have to clear directories to parse php in apache,
it only needs to be told that files ending in .phtml, .php, .php3
and .phps need to be handled in some format by the php module.
It's extremely easy to set up and tough to have not work, so I'd
ask whoever controls that box if php is actually installed.
