Yeah, that's the exactly correct way.

'screen' just starts a sub-shell, which inherits the properties of its
parent, and then re-sources the various .*shrc files (possibly overwriting
the attributes it inherited). Your permanent fix is to add the correct
line in your /etc/system.*shrc (or whatever) file.
