Only 40 bit encryption is legaly exportable. Higher one is not.
They fall under military export restrictions.
But since Netrek uses encryption internaly, not as general tool
like Netsacpe for example it might be different.

But as far as I can remember the Netrek comunity got special permissions
when RSA has been invented. Maybe you find som documnets
in some very old archives.
