Perhaps you can get configure to differentiate between the two.  You can
test for the file res-rsa/rsa-server.c.  If it exists, it is the Euro version
and requires MP/GMP, and ntserv needs to link with rsa_util.o.  If it doesn't
exist, then it is the U.S. version that does not require MP/GMP, and ntserv
needs to link with -lrsa.

Confusing, I know.
