Newbie in CVS

Newbie is now in CVS.  It's another mode like basepractice, hockey, or
INL.  Essentially it's a hacked up basepractice server.  I don't like
the implemntation because of all the "cut, paste, and hack", but I
don't think I'm ever going to get around to an API to make the code
more re-usable.

I've had a few requests for the Newbie code.  I'm not sure how good it
will be to have servers full of robots, but I guess the players can
vote with their feet.
