From the MOTD:

This server supports continuous scoring:

  At each tick, 1-4 points are given for each army (capped at 4) on
each planet owned by each team.  The cumulative points are normalized
into a score that represents the average number of planets owned by
each team.  For example, a score of 11.23 vs 8.25 means that the
winning team averaged the equivalent of 11.23 planets while the losing
team only averaged 8.25.  This cumulative score is called "continuous
score."

This server also supports semi-continuous scoring:

  The point system from continuous scoring is used to tally a
semi-continuous score during the game.  The mechanics are the same
except that the scoring interval is increased from every tick to once
every 5 minutes.

Winning condition:

  The winning condition has not changed.  A team must achieve 11-8-1
planet ownership to win the game.  The continuous and semi-continuous
scores are tallied and published at the end of the game, but they do
not affect the final score.  Nevertheleess, teams are encouraged to
try strategies that maximize the continuous and semi-continuous
scores.
