[VANILLA-L:713] metaserver refusing telnet?

Why has the metaserver stopped accepting telnet connections?


% telnet 132.241.248.19 3530
Trying 132.241.248.19...
telnet: Unable to connect to remote host: Connection refused

My INL server is dead because it cannot get the RSA keys from the
metaserver. Under Solaris rsa_keycomp core dumps is sort_motdlist()
when the RSAreserved is 0 bytes.
