[VANILLA-L:1282] --prefix fix and missing geno files

* configure.in, docs/sample_geno_timer_crontab.in, ntserv/Makefile, robo ts/Makefile, sequencer/Makefile, system.mk.in, tools/geno_timer.in, tools/no_gen o_timer.in, xsg/Makefile, configure:

Changed configure.in to accept --prefix as the installation
path. This replaces the LIBDIR interactive stuff that use to happen.

Changed system.mk.in so it picks up the --prefix for
installation paths.

Added the geno timer files that are used on the Continuum.
These are files that use the sequencer to stop and start geno hours.

I'll setup cvs to automagically post this stuff to another list so we
all can see the changes as they are entered.
