about the idea of a dual-state galaxy where players can interact with
players, observers can interact with observers, but only observers can

For the long haul, the LTD stats do not use ratings as a basis for rank.
While ratings are calculated for client & protocol compatibility, the
check for ranking can be just about anything. One interesting mod I
thought about for pickup use is to have ship-dependent requirements.
Something interesting would be no rank credit for DD's, weighted
offense credit for BBs and weighted bombing credits for SC's. Maybe
to reach Admiral, you'd need to play at least 4 ships with some
minimum group of stats per ship....Similar approaches apply in INL
mode where a player could gain rank just by being in an SB, etc.
