You'd think so, but if it was published by the ACM, they get the copyright
and therefore control of distribution.  It doesn't make sense to me either, 
but it applies to a LOT of scientific work done in the US, no matter who
supplied the grant.

Trust me, I'm in the heart of quite a bit of it, and I've had this discussion
many a times with scientists here.  Most of NCAR's funding comes from the 
National Science Foundation, but their work gets published in scientific
journals, and we can't put them on our own web site.

Dave, I'd like a copy, just for grins.  My dad never believed me when I said
there was money to be had in play testing.  :)
