(ASCEND) Routing on Multiple Maxes

I have 2 Max4000 running on 4.6Ci28.

Occationally users having route problem when connect to the second
Max.  

The Second Max authenticate and allocated the user an IP.  I can ping
and traceroute to the user from the second Max.  But not from the
first Max.

the config on both max as follow:
  RIP=Both-v1            
  Ignore Def Rt=No        
  Proxy Mode=Active   
  Filter=0
