the ethernet on Max 4000 are 10bT half-duplex only.

the Cisco 3640 is a good candidates for this,
can have up to 128M of memory, multiple full BGP views are no problem,
takes up to 4 "network modules"
        1 - 100bTX 
        1 - 4 port High Speed Serial
        2 more slots to grow on
