30 seconds is the amount of time that the usage is calculation is based
on.  In other words, the average usage has to be above 70% for the
last 30 seconds.  So if he's above 70%, he's "pulling up the average"
for that 30 second period.  It does not have to 70+% sustained for
30 seconds.
